    Towards a human resources management approach in supply chain management

    Supply chain management (SCM) has grown as a discipline since the field attracted attention in the 1980s. However, it is observed that effective implementation of SCM is limited because the current focus is too task-based and information-centric. The concept is often conflated, in practice, with subcontractor management, where numerical flexibility is pertinent. At the same time, consideration of human resources management (HRM) in SCM has been limited. Strategic fit within supply chains tends to emphasise taskbased numerical flexibility, rather than genuine consideration and development of human resources. On the other hand, HRM has, until recently, rarely taken into account interorganisational characteristics that typify the construction industry. Therefore, this research intends to plug the gap by examining the use of human resources in construction supply chains, with a view of developing good practice for HRM in construction SCM. To achieve this, a two-phase research methodology comprising a scoping phase and case study phase will be ensued

    Hard, soft or lean? Planning on medium size construction projects

    In a paper presented to the 11th Annual ARCOM Conference, Johansen examined the way that managers and planners in medium sized construction projects plan in a flexible manner. This was termed "soft planning" and contrasted with the textbook approach which was termed "hard" planning. The fundamental components of hard planning are firm dates and critical activities. The reality was found to be quite different from the textbook approach. (Johansen, 1996a) The conclusion then, was that methods of soft planning methodologies should be developed to support what was actually happening. Here this conclusion is revised in the light of lean production concepts. After defining these concepts, the authors consider how they can affect the development of planning theories in construction; in particular, how concepts such as “shielding”, “lookahead planning” and “last planner” can allow managers to overcome the barriers to hard planning

    The impact of procurement methods on delivering environmentally sensitive buildings

    In the UK, new building regulations (‘Part L2006’) to reduce energy consumption and carbon dioxide emissions within the built environment came into force in 2006. It is now mandatory that all new built and refurbished buildings demonstrate compliance with ‘Target Carbon Emissions Rates’ in the design phase. This has prompted some interesting questions concerning their procurement. Under traditional UK procurement arrangements, designs are, in theory, completed before the contractor becomes involved. However, there has been a significant increase in the use of Design-and-Build procurement: a system which actively supports concurrency in design, procurement and construction. Under such arrangements, the design of environmentally sensitive buildings may be seen as a challenging task, as the iterations required are at odds with the contractor’s incentive to avoid delays and extra cost. This has prompted a preliminary investigation into the opportunities and limitations afforded by different procurement methods for delivering environmentally sensitive buildings. Although these issues are fairly ubiquitous throughout the various building elements, the particular focus was on façade design and construction. Data collection was by structured questionnaire and interviews carried out with large construction companies, architectural practices and building performance consultants. There was a consensus that Part L2006 has major implications for procurement and that compliance is a major step change. A new and indispensable bidding document, the ‘Building Energy Model’, will emerge and in its absence most contractors would decline invitations to bid. There will be an impact on procurement, probably in the form of an extension of the use of ‘novation’. Design-and-Build contractors will ‘freeze’ designs earlier, and forgo the potential for later value engineering in order to avoid risks, which they see as significant. Finally, despite the industry’s ‘fear’ of Part L2006, the regulation has already created a welcome by-product in the form of a clear increase in collaborative work among design and construction teams

    The determinants of successful partnering: a transaction cost perspective

    Support is emerging for the assertion that partnering can have a significant beneficial influence on project relationships and project outcomes. However, not all of the evidence bears this out: there are some examples of less-than-successful experiments with partnering approaches. Questions quite naturally arise as to whether any particular elements or aspects of partnering have differed in some of the documented examples, thus giving rise to their relative success or failure. In order to answer such questions there is a need for a theoretical framework against which to analyse the relative performance of partnering projects. In this paper, the authors propose an approach based upon aspects of Transaction Cost Economics (TCE) theory. It is argued that two main factors, contractual incompletedness and opportunism, are fundamental in determining whether project relationships are adversarial or not. The validity of the approach is examined by applying it retrospectively to a strategic partnering agreement involving more than 80 individual building projects. This agreement had been the subject of a four-year study and had been found to produce benefits in a number of areas, not least in the avoidance of conflict and disputes. After analysis, evidence for the reduction of contractual incompletedness was mixed, however the opportunistic inclinations of the participants (specifically, the contractors) were effectively attenuated by a clearly observable combination of factors, which included preselection criteria, and the use of appropriate management and commercial frameworks in which to operate. The case study suggests a prima facie validity to the analytical approach that was adopted, which merits further testing: the next stages being to develop and refine the framework, and to carry out comparative multi-case research on a number of different partnering projects

    The development of a partnering assessment tool for projects

    Many firms in the construction industry claim to be working in a ‘partnering’ or even in an ‘integrated’ way. It is, however, very difficult to verify these claims with the tools currently available. The purpose of this study was to collect and refine existing work on integrative and collaborative working, so as to develop a quick and simple tool that measures the degree of integration with which firms are working. First, the concepts of ‘Partnering’ and ‘Integrated Working’ are discussed and, for the purposes of the work a major supposition is adopted: that the difference between these concepts is that companies that are partnering only share project-related information, while companies working in an integrated way share much more of their available information, knowledge and experience. Secondly, the development of the Partnering Assessment Tool is explained and its application to four cases is recounted. The companies’ overall scores are presented and discussed as to whether these scores might reflect their actual levels of integration and cooperative working. These scores are presented on a scale that contains the categories ‘Cooperative Working’, ‘Partnering’ and ‘Integrated Working’. It is concluded that the application of the tool can provide a useful insight in the nature of the relationships between companies that work together in construction projects. Finally, it is recommended that the tool be tested in more cases and companies, and in a variety of different contractual contexts

    The lack of design quality focus in construction: a case for examining suitable design processes

    A large number of projects in UK construction now involve contractor-led design and are thus very different from the traditional approach which formed the basis of the original Royal Institute of British Architects (RIBA) Outline Plan of Work. Such integrated and contractor-led approaches support the reform agenda of the late 1990s that was introduced to tackle process inefficiency. However, within the design professions there has been concern that this resulted in buildings that were designed-down to a cost rather than designed-up to a value. An attempt to address this resulted in the formation of the Commission for Architecture and Built Environment (CABE) in 1999 and the launch, in 2003, of the Design Quality Indicator (DQI) which measures how well a building satisfies stakeholders. This paper presents the early phases of doctoral research which will examine the impact of integrated design management approaches upon Design Quality

    Implementing lean: UK culture and systems change

    For the IGLC 12 Conference the authors reported the results of implementing Last PlannerTM methods with a large UK contracting company. The projects studied demonstrated some success but also some cultural, organizational and systemic barriers to its effective implementation. Alarcon and Conte’s White Paper for the IGLC11 conference discussed these issues and invited researchers to consider them. In response, the authors have reflected upon and critically re-analysed the research as a means to refocus their future work in implementing Lean Construction methods in UK construction. Based on a review of the literature on construction culture we have identified theoretical factors that, together with Alarcon and Conte's list of critical organizational elements, provide a framework against which the results of the research have been considered. We conclude that the implementation of Last Planner was hindered by not fully considering cultural, organizational and systemic problems and by failing to recognize how deepseated these problems could be. We intend, in future projects, to take a more considered, and wider approach to Lean Construction (possibly using the LCI’s Lean Project Delivery System) and to focus our attention upon construction ventures where efforts at culture change have already started - in particular, where strategic partnering arrangements are in place
